Google.</p><p>Topeka Mayor William Bunten issued a proclamation declaring that, for the month of March, the Kansas capital would be known as &quot;Google, Kansas -- the capital city of fiber optics.&quot; The official city website, Topeka.org, also welcomes visitors to &quot;The City of Google.&quot; </p><p>Google announced last month that it planned to build experimental, ultra high-speed broadband networks that would deliver Internet speeds 100 times faster than those of today. The Web search and advertising giant said the envisioned one-gigabit-per-second networks would be built in &quot;a small number of trial locations&quot; in the United States.&quot;</p><p>Communities seeking to take part in the experiment have until March 26 to make their interest known to Google. The selected communities will be announced later this year.</p></div>

      <title>Two Teens Accused of Murder Caught in Mexico</title>

Two teens who'd been on the run since the November death of a 17-year-old boy whose body was burned in a bonfire were brought back to Riverside County Wednesday and were being questioned at the Hemet police station.<br /><br />Jose Manuel Campos and Felicia Sharp were taken into custody Tuesday night in Mexico, but it was unclear exactly where they were found. They were extradited to Southern California late Wednesday afternoon, said Hemet police Lt. Duane Wisehart.<br /><br />The lieutenant said he believed the teenagers were found fairly close to the border, but police from Sonora State were involved in the capture of the youths, he said.<br /><br />U.S. marshals, Mexican federal police and a fugitive task force also assisted in the capture and arrest, he said.<br /><br />Campos and Sharp were both 17 at the time of Adrian Rios' death. The 17-year-old victim was shot with a .22-caliber pistol, then his body was burned in a bonfire in Hemet.<br /><br />Campos is the suspected shooter and Sharp is accused of helping him dispose of the body by setting it on fire, Wisehart said.<br /><br />Campos, who was named in a $2 million warrant, disappeared the night after a huge bonfire was spotted at a home on Bluejay Way last Nov. 15.<br /><br />The crime came to light Nov. 16, when the victim's mother went to the home and looked around, spotting what she believed to be her son's sneaker.<br /><br />Police later found a fire pit and shallow grave containing what were subsequently determined to be Rios' remains. They also found drag marks in the backyard.<br /><br />Sharp had been questioned early in the investigation but was allowed to leave. She then disappeared.<br /><br />Campos' parents were detained but were never charged.<br /><br />Neighbors reported a powerful stench emanating from the Sunday night bonfire, which was set after several youths gathered at the house, reportedly to watch a football game, according to police.<br /><br />Campos apparently lived at the home on Bluejay Way, but neighbors said the family moved out about a week before the bonfire.<br /><br />Police have said they believe at least six people were at the house around the time Rios was killed.<br /><br />Investigators who searched the property recovered a machete, a .22-caliber shell, a shovel, butcher knives, a gas canister, a partially burned T- shirt, pieces of rope, a sock, a yellow metal hoop earring and a Hemet Police Department ticket issued to Jose Campos.</div>

In fact, Gas rose about a dime over the last two weeks to a national average of $2.73 a gallon. That's almost eighty cents more than a year ago. And analysts predict the average could hit $3.00 a gallon by next month. Analysts say gas could reach $3.25 a gallon by July. Prices are expected to fall again as summer winds down. </p><p>So what's &quot;driving&quot; these higher prices? Jeffrey Spring, a AAA spokesman, says &quot;there is the anticipation that demand is going to increase. Not just here in the country, but worldwide. And that's pushing the price of oil up.&quot;</p><p>While you may not be able to stop higher gas prices, you can outsmart them. Governor Schwarzenegger announced Wednesday a partnership between California and Microsoft, which will distribute free vouchers for computer training.<br /><br />Microsoft's &quot;Elevate America&quot; program will offer three different types of vouchers to California:<br /><br />- <span style="font-weight: bold">General E-Learning&nbsp;Vouchers</span>, which can be redeemed for free online training on one Microsoft Windows Vista or Microsoft Office Suite program;<br />- <span style="font-weight: bold">IT Professional Learning Vouchers</span>, which are intended for those who are IT professionals interested in acquiring advanced level skills; and,<br />- <span style="font-weight: bold">Microsoft Certification Exam Vouchers</span>, which are designed to enable a person to pursue a no-cost exam to become certified in one Microsoft program, such as Excel, Word or Outlook.</div>

The vouchers will be distributed by the California Employment Development Department through &quot;One-Stop Career Centers.&quot;<br /><br />According to the EDD's website, there are three &quot;One-Stop Career Centers&quot; in the Valley:<br /><br />- <span style="font-weight: bold">Workforce Development Center</span> at 44-199 Monroe Street in Indio;<br />- <span style="font-weight: bold">Win Youth Opportunity Center</span> at 45-570 Grace Street in Indio; and,<br />- <span style="font-weight: bold">Institute for Sales and Service Excellence</span> at 72-840 Highway 111 in Palm Desert.</div>

<span style="font-style: italic">UPDATE (6:45 a.m.): Police were led on a high speed chase early Thursday morning with speeds reaching more than 100 miles per hour.<br /><br />The Riverside County Sheriffs Department has confirmed to KPSP they were led on a chase that started at Highway 111 and Dune Palms Road in La Quinta and ended at Avenue 66 and Middleton Street in Thermal.<br /><br />Police were chasing&nbsp;the&nbsp;red Honda Prelude that was stolen during an armed robbery in Mecca.<br /><br />When the chase ended, police were able to arrest both suspects.&nbsp; One suspect was arrested shortly after the chase, while the second suspect was found hiding after a police set up a perimeter near the end of the chase.</span></div>

<p>Police say two men armed with handguns entered a Mecca home early Thursday morning and robbed the occupants.</p><p>The armed robbery occured at 2:30 a.m. in the 94500 block of 3rd St. in Mecca.&nbsp; No one was hurt during the robbery.</p><p>Police say the two suspects made away with personal items, cash and a red 1996 Honda Prelude with license plate number 6HSR162.</p><p>One suspect was described as a thin Hispanic male adult, 6'0&quot; tall, wearing a black hoodie, blue jeans and white shoes.</p><p>The second suspect was described as a thin Hispanic male adult, 5'10&quot; tall, wearing black colored clothing and white shoes.</p><p>If you can help police find these men, please call Valley Crimestoppers at (760) 341-STOP.&nbsp; You can remain anonymous.</p></div>

A fire broke out behind a flooring company, Flooring Innovations,&nbsp;in Cathedral City at about 10pm on Wednesday night.&nbsp; <br /><br />Firefighters were able to keep the fire from spreading to the actual building itself.&nbsp; They said the fire was fueled by wooden paletts, carpeting, and padding.&nbsp;&nbsp;&nbsp;<br /><br />Bill Nicholson, owner of Flooring Innovations, said there was some smoke damage to the building but he was glad the fire didn't spread inside his business.&nbsp; <br /><br />Firefighters said the fire is being treated as suspicious, it's under investigation and arson was not ruled out.&nbsp; </div>

Three registered sex offenders were arrested Wednesday during a sweep involving 50 law enforcement officers in Desert Hot Springs, authorities said.<br /><br />Local police were joined by members of the District Attorney's Office, Riverside County Sheriff's Department, U.S. Marshal's Office, FBI and state parole officers in checking on 99 registered sex offenders living in and near Desert Hot Springs, DHS Sgt. Daniel Bressler said.<br /><br />The officers sought to make sure the offenders were in compliance with the terms of their registration requirements, Bressler said.<br /><br />&quot;Riverside County’s SAFE task force is out there every single day investigating sex offenders that live in our communities,&quot; said District Attorney Rod Pacheco. &quot;We recognize the constant risk that sex offenders pose and today’s sweep is part of our ongoing efforts to keep a close watch on them.&quot;<br /><br />James Limbert, 44, and Renee Chavez, 30, were arrested for alleged parole violations, and Jamall Ross, 20, for a probation violation.<br /><br />Also arrested was Camilio Tagle, 26, who was not a registered sex offender, but was living with one. He was taken into custody on suspicion of possessing a controlled substance, according to Michael Jeandron of the Riverside County District Attorney's Office.<br /><br /></div>

The Palm Springs Police Department is now participating in an online program that maps out where crimes are happening, the department announced Wednesday.<br /><br />The department has joined Crimereports.com, which is used by more than 700 law enforcement agencies to help track crime trends.<br /><br />&quot;We're hoping to promote awareness in the community and encouraging people to be aware of problem areas so they can reduce their risk of becoming a victim,&quot; said Officer Melissa Desmarais of the Palm Springs Police Department.<br /><br />Through the website, users can view the locations of assaults, thefts, sex crimes, burglaries, vehicle thefts and traffic crashes throughout the city.<br /><br />&quot;If people are aware of the problem areas and aware of the criminal behavior and activity that in their neighborhoods, then we're hoping that they can take steps to prevent those crimes from happening in their neighborhood,&quot; Desmarais said.<br /><br />Those researching crime in Palm Springs can do so by visiting the site at <a href="http://www.crimereports.com/" target="_blank">http://www.crimereports.com/</a>. According to Yahoo finance, experts say 75-percent of California HOAs are in some type of legal battle. </font></p><p><font face="Arial">In this case, it's not clear who to point the finger at.</font></p><p>In almost all<font face="Arial"> gated communities, homeowners pay association dues</font>. Dues are nearly<font face="Arial"> </font>$<font face="Arial">100</font> <font face="Arial">dollars a month in </font>M<font face="Arial">iller's case.</font> The <font face="Arial">money </font>is <font face="Arial">typically used for maintenance.</font></p><p>N<font face="Arial">icol </font>H<font face="Arial">erris, </font>P<font face="Arial">resident of the </font>Desert Trace H<font face="Arial">omeowners </font>A<font face="Arial">ssociation, says 80 percent of homeowners have complained about landscaping.&nbsp; A homeowner, herself, Herris&nbsp;says they are valid concerns but the perimeter landscaping is not the </font>HOA's<font face="Arial"> responsibility.</font></p><p>&quot;T<font face="Arial">he exterior landscaping is still under the developer's jurisdiction</font>,&quot; Herris said. &quot;C<font face="Arial">entury </font>V<font face="Arial">intage petitioned </font>the city of I<font face="Arial">ndio to put perimeter landscaping into </font>(<font face="Arial">a</font>n assessment<font face="Arial"> district</font>),&quot; Herris explained.</p><p>H<font face="Arial">erris says homeowners are paying thousands of dollars</font> every year, collectively, <font face="Arial">for exterior landscaping through additional property taxes.</font> It's<font face="Arial"> part of </font>A<font face="Arial">ssessment </font>D<font face="Arial">istrict</font> 50. Herris says the developer owned the majorty of parcels in the community so homeowners didn't have a say.&nbsp; <font face="Arial">Herris<font face="Arial"> says </font>exterior <font face="Arial">maintenance is the responsibility of the developer or the city of </font>I<font face="Arial">ndio.</font></font></p><p></p><p></p><p></p><p></p><p></p><p></p><p></p><p>Since the<font face="Arial"> development, which has&nbsp;more than 200 homes,&nbsp;is not finished, it's not clear which party is responsible now.</font></p><p>It's a<font face="Arial"> fact that leaves </font>M<font face="Arial">iller frustrated.</font> H<font face="Arial">omeowners are already footing the bill.</font></p><p>&quot;S<font face="Arial">top dragging their feet</font>,&quot; he said about what he would like to see done. &quot;W<font face="Arial">e want stuff to happen</font>...<font face="Arial"> now.</font>&quot;</p><p>Chris Escobedo, acting spokesperson with the City of&nbsp;I<font face="Arial">ndio</font>,<font face="Arial"> says they will be responsible for maintenance. </font>They have assessment district funds held in a trust but can't take over until the developer is finished with irrigation and electrical work.
